			<content:encoded><![CDATA[<p>Fourth year B.PAPM student Khadija Ga&#8217;al has been selected to present a research paper at the U.S.-based National Conference of Undergraduate Research (<a onclick="javascript:_gaq.push(['_trackEvent','outbound-article','www.ncur.org']);" href="http://www.ncur.org/" target="_blank">NCUR</a>), to be held at Weber State University in Odgen, Utah next month. </p>
<p>Khadija participated in the first <a href="http://www2.carleton.ca/africanstudies/ias-study-aboard-course/" target="_blank">African Studies Study Abroad </a>course which took place at the University of KwaZulu-Natal&#8217;s Centre for Civil Society in Durban, South Africa in May 2011.  Afterwards, she and her colleague Heather McAlister, a Political Science and African Studies student, stayed in Durban and completed an <a href="http://www2.carleton.ca/africanstudies/ias-placement-course/" target="_blank">African Studies placement course</a> at UKZN’s Health Economics and HIV/AIDS Research Division (<a onclick="javascript:_gaq.push(['_trackEvent','outbound-article','heard.ukzn.ac.za']);" href="http://heard.ukzn.ac.za/Homepage.aspx" target="_blank">HEARD</a>), which is a UNAIDS collaborating centre.  Working with HEARD staff, as their placement project Heather and Khadija carried out research and co-wrote a report titled “An analysis of the media portrayal of an innovative HIV/AIDS prevention strategy.”  The report will be published later this year.</p>
<p>Professor Alan Steele, special assistant to the Provost, assisted Khadija and Heather in submitting an abstract for the conference.  Theirs was selected from a pool of 3,500 applicants.  Carleton’s Office of the Provost is sending the two students to present their research to the NCUR conference.</p>
<p>Khadija and Heather are both excited and proud to be the first students representing Carleton University at this annual conference and hope that other Carleton students will have the opportunity to present their undergraduate research in the future at this and other important venues.</p>

			<content:encoded><![CDATA[<p>Dr. Derek Ireland, who teaches the Winter term of PAPM 1000, spent the last five months of 2011 as Team Leader of a consulting group that worked with the Southern African Development Community (SADC) Secretariat to improve the design and enforcement of competition policy and law across SADC&#8217;s 15 member states.  The assignment was funded by the European Union and was conducted for the most part at the SADC Secretariat in Gaborone, Botswana.</p>
<p>His article, “Rise and Fall of Regulatory Regimes: Extending the Life-Cycle Approach” will appear in the 2012-2013 edition of <em>How Ottawa Spends</em>.  He also presented a paper on the subprime mortgage crisis to the second CUTS-CIRC Conference on Economic Regulation in New Dehli.  The paper will appear in a book that will result from the conference, scheduled for publication in 2012. </p>
<p>Dr. Ireland is happy to discuss his research and consultancy work with any interested students.</p>

			<content:encoded><![CDATA[<p>Fourth-year B.PAPM student Brittany Dale has been hired as a research assistant to the Citizen&#8217;s Academy of Ottawa, an initiative intended to facilitate civic engagement and dialogue between the public and municipal officials.  She will be part of a team that includes Maureen Molot, professor emerita and former director of the Norman Paterson School of International Affairs, and Caroline Andrew, director of the Centre on Governance at the University of Ottawa.  Brittany served as media and communications coordinator for the International Program for Development Education Training over the summer of 2011, and media relations intern with the Canadian embassy in Washington, D.C. in the spring of that year.  The 10-hour-per-week research assistant position with the Citizen&#8217;s Academy has been made possibly by a grant from the Office of the Dean, Faculty of Public Affairs.</p>

			<content:encoded><![CDATA[<p>Fourth-year B.PAPM student Natasha Overduin is in Vancouver this week, attending &#8220;A Water Gathering: Collaborative Watershed Governance Conference&#8221; as part of the research for her Honours Research Essay.  Natasha writes:</p>
<p>&#8220;My research aim is to better understand how the emerging model of collaborative watershed governance is applied in practice. Attending the conference presents an engaging opportunity to experience the debate on collaborative models first-hand and connect with individuals who are currently active in watershed management in British Columbia. Thanks to support from Carleton University and Kroeger College, I was able to be in Vancouver from January 24<sup>th</sup>-27<sup>th</sup> for this exciting educational experience!</p>
<p>&#8220;I am taking a pragmatic approach in my examination of two long-standing collaborative watershed bodies: the Okanagan Basin Water Board and the Fraser Basin Council. Both organizations have successfully addressed water issues and are known for their capacity to involve a wide range of different perspectives in decision-making. My final paper will attempt to pinpoint &#8216;what works&#8217; in these management bodies, and explore why collaborative governance can lead to holistic and mutually supportive outcomes.</p>
<p>&#8220;Through my time at the conference and in subsequent interviews, I hope to gain a variety of perspectives on views on a few key questions, including: why stakeholders (industry, various levels of government, NGO&#8217;s, First Nations) are motivated to participate or not participate in roundtable discussion, the general way each organization builds consensus amongst its members, and ways in which programs and plans are adjusted in light of current and future changes in the hydrological cycle and climate.&#8221;</p>

<p>&#8220;Shannen Koostachin was a girl from Attawapiskat who had a dream to have a school in her community,&#8221; Graham says, &#8220;so the money I raise will be going towards providing safe schools and adequate education for all First Nations children.&#8221;</p>

<p>&#8220;My experience living outside the University Centre has been quite a good one,&#8221; Graham says.  &#8220;People are very generous. One man has loaned me his parka, winter boots and mitts. Without him I think I would have frozen! My friends have supported me with tons of food and hot drinks and blankets, and I even had three friends help fix my tent. People are very willing to help out and they really care about me, which has filled me with such happiness and strength to keep staying out here. &#8221;</p>

<p>Kavita is currently senior research analyst and conference coordinator for the Atlantic Council of Canada, focusing on issues of internal security, conflict and intelligence.</p>

			<content:encoded><![CDATA[<p>Steve Paikin, anchor and senior editor of TVOntario&#8217;s flagship program <em>The Agenda with Steve Paikin</em>, delivered the 20th annual Dick, Ruth and Judy Bell lecture on November 16 on &#8220;The Personal Price of a Political Life.&#8221;</p>
<p>The author of four books, the most recent a biography of former Ontario premier John P. Robarts, Steve Paikin is one of Canada&#8217;s most accomplished journalists and an astute observer of the political scene.  It is a measure of his standing that he was chosen to moderate the leaders&#8217; English language debates in the 2011, 2008 and 2006 federal elections.</p>
<p>Hosted by the Arthur Kroeger College of Public Affairs, the Bell lecture is one of Carleton University&#8217;s signature public lectures.  Past speakers have included Dalton Camp, Rick Hillier and Margaret MacMillan.</p>
<p>Having interviewed scores of Canada&#8217;s political figures, winners and losers, past and present, Steve Paikin&#8217;s lecture illustrated the human dimension of contested politics with examples that were inspiring, touching and salutary.</p>

			<content:encoded><![CDATA[<p>Kroeger College will send up to six students to live, learn and work in the high Andes for six weeks in the Spring (May to mid-June).  Interns will be attached to one of the projects run by Nexos Voluntarios in Urubamba, Peru.</p>
<p>The College will cover return airfare, participation and accommodation costs.  Interns will stay in the Nexos facilities.  This is also an opportunity to work on one’s Spanish.  For students whose Spanish is not fluent, the internship will include daily (Monday to Friday) language lessons.</p>
<p>A conversational facility in Spanish is a decided asset, though not strictly necessary in order to apply.  If selected, the College expects students to work diligently on their Spanish competency during the Winter term, so as to have at least a conversational ability in the language upon arrival in Peru.</p>
<p><strong>How to apply</strong></p>
<ol>
<li> Visit the Nexos Voluntarios website (www.nexos voluntaries.org) and familiarize yourself with the types of projects Nexos is undertaking.  Select the project that most interests you, fits best with your background and experience, and to which you believe you could make the best contribution.</li>
<li>Compose a letter explaining why you would like to be selected for the internship; how you believe the experience would complement your academic studies as well as how it would advance your intellectual and career goals; and how your skills and experience would lend themselves to the Nexos project in which you would like to participate.</li>
<li>Attach an up-to-date copy of your <em>curriculum vitae</em>. </li>
<li>Deliver your application to Prof. Dornan by noon, <strong>Monday November 21.</strong></li>
</ol>
<p>Any Kroeger College student may apply and, although preference in the selection process may be given to more senior students, we shall attempt to ensure that the students selected represent all years of the B.PAPM.</p>
<p>Last year, the College sent five students to Urubamba, where they worked on strategic design of a public awareness campaign to combat racism directed at the indigenous Peruvian population.  They were <em>Olivia Tran, Kaitlyn Finner, Robyn Gibbard, Chelsea Smith</em> and <em>Ashley Gardner</em>.  This year, we imagine that the students selected will not necessarily work on the same project, but will be attached to different projects in light of their interests and backgrounds.</p>
